From the Desk of the
Principal Secretary
Department of Information Technology & Electronics
Government of West Bengal
Dear Reader,
In light of the COVID-19 outbreak, the application of Information Technology, usage of remote working mechanisms and
digital communication systems have become more pervasive and we need to be more agile and responsible in our
approach towards using them. In the current situation, electronic governance has become one of the major enablers for
our progress. It is one of the most important outcomes of the development of information technology which influences
various approaches for administration and transforms the relationship between government and citizens by increasing
speed, precision, and accuracy of information processing and offering 24x7 services.
By making key infrastructure available via online methodologies, focusing on new emerging technologies, helping remote
working mechanisms, inculcating a spirit of innovation, building skills, safeguarding digital assets and a variety of allied
moves we are maintaining the technology leadership of West Bengal.
Keeping this vison in mind, The Department of IT & Electronics has conceptualized and established an electronic platform
named Karmo Bhumi for capturing the skills of the professionals of IT/ITeS and sectors, provide opportunities for pre-
screening and upskilling of Job Seekers through certification courses and facilitate them in connecting them with
potential employers. Till now, the portal has 45,000+ registrations boasting top-rated skills such as AI-ML, Block-chain,
Cyber-Security etc. Employee profiles are accessible to 375 registered Employers. The application portal was developed by
the Society for Natural Language Technology Research (SNLTR) under the aegis of the Department.
As a landmark achievement, the Karmo Bhumi, GoWB has won the much acclaimed 18th CSI SIG eGovernance
Award of Recognition in December 2020.
The Dept. of IT&E has recently launched Statewide Broadband policy 2020 including guidelines on specific emerging
technologies such as Artificial Intelligence and Machine Learning, Blockchain, Drone Tech etc. The policy will lead to
technological innovation, increased job creation, increased competitiveness and entrepreneurship development leading
to ease of living for the common citizens and reducing the urban rural digital divide.
With these steps, our Department remains focused on promoting IT initiatives, innovation and infrastructure of the State.
Various initiatives are being taken to establish West Bengal as a hub of new and emerging technologies. Our commitment
is to the people of Bengal and we will continue our effort to sustain the growth momentum of our State.
One again, I wish you sound health. Please stay safe.
With Best Wishes
Rajeev Kumar
