In his welcome address Shri Debashis Sen, IAS, Addl. Chief Secretary, DITE, Govt of West Bengal expressed happiness
towards the growing awareness for the Knowledge Workshops organized by DITE.
Shri Sen shared few of his observations on IoT. Referring to his recent Taiwan visit he said that there is a problem in outdoor
connectivity. Inside, one can connect to the internet using Wi-Fi but outside there is no such provision. For example in case
of smart streetlights, GSM and sim card become very expensive as the number of requirement is not very large. In Taiwan
they are doubling Narrow Band IoT (NB IoT) to solve this problem. Even in India and Kolkata NB IoT has been done and it is
available where very small bandwidth is required.
Secondly he pointed out that IoT may be applied in city
planning, city developing and smart city exercises but the
outdoor censors intend to be worn out very quickly. Robust
and longstanding sensors are needed without being too
expensive. In Indian context innovative sensors are needed
as well as there is a need of low power, high efficiency, easy
to maintain accessibility to the net.
He expressed his hope that India will progress much faster
than other countries in IoT because of two good reasons.
Number one, because of huge amount of tech-savvy people Shri Debashis Sen, IAS, Addl. Chief Secretary, DITE, Govt of West
in the country. And the second reason is that the huge

amount of data consumption in India.
Shri Prabhat Kumar Mishra, IAS, Principal Secretary, Department of P&AR & e-Governance said, “it’s really something
which we are all very keen on and I am really happy that the department has come up with this workshop. It will really
be a pleasure talking to delegates and the deliberations that would follow”.
He referred to the projects handled by them which are
based on agriculture and irrigation and how they have
applications of Internet of Things. In some places there is
no water and some other places farmers are over using
water. The water supply management is very poor. To
solve this they have decided to put some censors and other
devices in the field on pilot basis to understand how much
water is actually being consumed. The data is coming to a
centralized server where they are able to decide when to
start supply of water and when to stop. Something to be
done for water management and technology is the only
